Youth and Family Outreach Housing & Early Learning Center

Developers Collaborative, serving as community developer in partnership with Youth and Family Outreach (YFO), is redeveloping 331 and 337 Cumberland Avenue in Portland’s Bayside neighborhood to create a vibrant mixed-use community featuring 60 homes for families and an expanded early learning center. The housing component will include 48 affordable homes supported through the Low-Income Housing Tax Credit (LIHTC) program and 12 homes affordable to households earning up to 100% of Area Median Income (AMI).

Supporting the shared goals of YFO and the City of Portland, the project brings together affordable housing and high-quality childcare in a unique co-location model designed to provide greater opportunity and stability for families. YFO currently has more than 300 children on its waiting list, and nearly one in five families it serves experiences homelessness at any given time. The expanded facility will allow YFO to serve 50 additional children and nearly double the number of families supported through early childhood education and wraparound services.

Located in Portland's downtown core, the development will feature active and lively street frontages and place families within walking distance of educational, employment, and community resources. Community gathering spaces, wellness amenities, broadband infrastructure, and a shared outdoor playspace will further support residents and families, creating a neighborhood resource hub that strengthens connections and promotes well-being.

Sustainable, accessible, and thoughtfully designed, the new building will benefit Portland's current and future generations while reflecting Developers Collaborative's commitment to creating high-quality housing that strengthens neighborhoods and expands opportunity.
