Bath — Construction continues to advance at BIW Workforce Housing at 150 Congress Ave, a workforce housing community being developed by Developers Collaborative in partnership with General Dynamics Bath Iron Works.


The development will bring 84 new apartments across three buildings, offering a mix of studio, one-bedroom, and two-bedroom homes designed to support the local workforce while also being open to the broader community.


Construction of the project is being led by Optimum Construction, the general contractor overseeing the development of all three residential buildings.

March 2026 Construction Update


Construction activity is now clearly visible on site. Building A is going vertical, marking an important milestone as the first structure begins to rise. Work is also progressing in preparation for Building B, where framing is expected to begin soon.

A Project Supporting Maine’s Shipbuilders


The project officially broke ground on October 28, 2025, during a ceremony that brought together local officials, members of BIW’s five unions, representatives from Bath Housing, and the development team.


The apartments are designed to support workers at General Dynamics Bath Iron Works, one of Maine’s largest employers and a critical part of the nation’s shipbuilding and defense industry workforce.


Funding support from the U.S. Navy and General Dynamics reflects a broader effort to strengthen Maine’s workforce infrastructure, including housing, childcare, transportation, and training.

Housing for Shipbuilders and the Community


While employees of Bath Iron Works will receive priority for leasing, the apartments will also be open to the broader community.


Located at 150 Congress Avenue, the development is within walking and biking distance of BIW’s Main Yard as well as downtown Bath’s shops, restaurants, and services. When completed, the community will provide modern workforce housing options in one of Maine’s most historic coastal cities.


The apartments are expected to become available beginning in mid-2027.
