BIW Workforce Housing: Building Homes for Bath’s Shipbuilders and Community

Developers Collaborative is proud to break ground on a new workforce housing development at 150 Congress Avenue in Bath, designed to support shipbuilders at General Dynamics Bath Iron Works (BIW) while providing new housing opportunities for the broader community.

A Community Celebration
The groundbreaking ceremony brought together leaders from BIW’s five unions, BIW President Chuck Krugh, city officials including Vice Chair of the Bath City Council Julie Ambrosino and Debora Keller, member of Bath Housing, the team from Developers Collaborative, and many other members of the community. Attendees celebrated the start of construction on three new buildings that will provide 84 modern apartments for shipbuilders and the public alike.
With funding support from both the U.S. Navy and General Dynamics, BIW chose to partner with Developers Collaborative, as we are an experienced, Maine-based housing company, to develop the project. The apartments will be a mix of studio, one-bedroom, and two-bedroom units expected to be available in mid-2027, offering housing options for shipbuilders and others in the community for years to come.
Housing for Shipbuilders and the Public
While BIW employees will receive first priority for leasing, the development will also be open to the general public, creating a more inclusive and vibrant housing community in downtown Bath. Located just a short walk or bike ride from the Main Yard and downtown amenities, the apartments will provide convenient access for residents to work, shops, and local services.
Developers Collaborative will build, own, and manage the apartments, bringing our extensive experience in workforce housing to ensure the project meets the needs of residents while contributing positively to the community.
Supporting Maine’s Workforce
This housing project is part of a broader effort to strengthen Maine’s defense industry workforce. Funding from the U.S. Navy, championed by Maine’s congressional delegation, supports initiatives like workforce housing, childcare, transportation, and training, ensuring that critical industries have the resources to attract and retain skilled employees.
