Notice of Request for Proposals - Construction Manager at Risk (CMAR) Services


Riverlands Apartments

Augusta, Maine


Developers Collaborative and Volunteers of America Northern New England invite qualified firms to submit proposals for Construction Manager at Risk (CMAR) services for the Riverlands Apartments project located in Augusta, Maine.


PROJECT DESCRIPTION

Riverlands Apartments is a new construction Permanent Supportive Housing development consisting of twenty-five (25) studio apartments, community space, laundry facilities, and support service areas totaling approximately 19,015 square feet. Construction is anticipated to begin in late Fall 2026.


The selected Construction Manager will provide pre-construction services and construction management services under a two-phase contract based on AIA Document A133-2019, Standard Form of Agreement Between Owner and Construction Manager as Constructor. A Guaranteed Maximum Price (GMP) amendment will be negotiated and executed following completion of pre-construction services.


FUNDING REQUIREMENTS

The project is funded through the Low-Income Housing Tax Credit (LIHTC) Program, Kennebec County American Rescue Plan Act (ARPA) funds, HUD Project-Based Vouchers, and HUD Continuum of Care funding. The selected firm will be required to comply with all applicable federal, state, and local requirements, including but not limited to:


  • 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards

  • Section 3 of the Housing and Urban Development Act of 1968, as amended, and implementing regulations at 24 CFR Part 75

  • Davis-Bacon and Related Acts prevailing wage requirements

  • Applicable HUD requirements

  • MaineHousing Quality Standards and Procedures Manual

  • Equal Opportunity, Fair Housing, and applicable civil rights requirements


PROCUREMENT METHOD

This solicitation is being conducted as a competitive Request for Proposals (RFP) in accordance with 2 CFR Part 200 and applicable HUD procurement requirements.


PROPOSAL EVALUATION

Award will be made to the responsible proposer whose proposal is determined to provide the best value to the Owner, considering qualifications, relevant experience, project approach, staffing, capacity, pricing, past performance, and compliance with applicable federal requirements. The detailed evaluation criteria are contained in the Request for Proposals package.


BONDING REQUIREMENTS

The successful proposer will be required to furnish Performance and Payment Bonds in an amount equal to one hundred percent (100%) of the Guaranteed Maximum Price. Firms shall identify available bonding capacity within their proposal.


FEDERAL ELIGIBILITY REQUIREMENTS

The selected firm must be eligible to participate in federally funded projects and maintain active registration in the System for Award Management (SAM.gov) throughout the term of the contract. Firms that are suspended, debarred, or otherwise excluded from participation in federal programs are not eligible to submit proposals.


SECTION 3 AND SMALL BUSINESS PARTICIPATION

Section 3 Business Concerns, Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), Labor Surplus Area Firms, Veteran-Owned Businesses, and Small Businesses are encouraged to submit proposals.


SUBMISSION DEADLINE

Proposals must be received no later than 3:00 PM on June 12, 2026.


Electronic submissions are preferred.

The Owner reserves the right to reject any or all proposals; waive minor informalities or irregularities; request additional information from proposers; negotiate with one or more firms; and accept the proposal determined to be in the best interest of the project.
