Auburn Housing Authority and Developers Collaborative invite qualified firms to submit proposals for Construction Manager at Risk (CMAR) services for the Hampshire Commons project located at 143 Hampshire Street in Auburn, Maine.
PROJECT DESCRIPTION
Hampshire Commons is a new construction Permanent Supportive Housing development consisting of thirty-two (32) studio apartments and approximately 25,310 gross square feet. The project includes a communal kitchen and seating areas, shared laundry facilities, staff kitchen and storage areas, administrative offices, meeting room, library/wellness room, mechanical spaces, outdoor bicycle storage, outdoor smoking pavilion, and associated site improvements including parking.
Construction is anticipated to begin in Fall 2026.
The selected Construction Manager will provide pre-construction services and construction management services under AIA Document A133-2019, Standard Form of Agreement Between Owner and Construction Manager as Constructor, including a Guaranteed Maximum Price (GMP) Amendment. The contract will include provisions for early completion incentives and liquidated damages for delayed completion.
FUNDING REQUIREMENTS
The project is funded through the Low-Income Housing Tax Credit (LIHTC) Program administered by MaineHousing, Project-Based Voucher assistance through Auburn Housing Authority, and HOME Investment Partnerships Program (HOME) funding through the City of Auburn.
The project is subject to all applicable federal, state, and local requirements, including but not limited to:

Davis-Bacon and Related Acts prevailing wage requirements
Build America, Buy America Act (BABA)
Applicable Equal Opportunity, Fair Housing, and Civil Rights requirements
Federal procurement requirements under 2 CFR Part 200, as applicable
PROCUREMENT METHOD
This solicitation is being conducted through a competitive Request for Proposals (RFP) process. Award will be made to the responsible proposer whose proposal is determined to provide the best value to the Owner, considering qualifications, experience, project approach, key personnel, pricing, capacity, and compliance with project requirements.
BONDING REQUIREMENTS
Performance and Payment Bonds equal to one hundred percent (100%) of the Guaranteed Maximum Price will be required. Firms shall identify available bonding capacity within their proposal.
FEDERAL ELIGIBILITY REQUIREMENTS
The selected firm must maintain active registration in the System for Award Management (SAM.gov) and must not be suspended, debarred, or otherwise excluded from participation in federally funded programs.
SECTION 3 AND SMALL BUSINESS PARTICIPATION
Section 3 Business Concerns, Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), Labor Surplus Area Firms, Veteran-Owned Businesses, and Small Businesses are encouraged to submit proposals.
SUBMISSION DEADLINE
Proposals must be received electronically no later than 3:00 PM on June 17, 2026.
